
All works were completed by 2001 and Baku sailed to Tartus, Syria there she was stationed together with the Soviet aircraft carrier Admiral of the Fleet of the Soviet Union Flota Sovetskogo Soyuza Kuznetsov and the Soviet battlecruiser Kirov. In 1998, Baku returned to Nikolayev for huge works and to underwent an modernization.

She returned to service in 1995 to serve with the Soviet Pacific Fleet. In 1994, following a boiler room explosion, the ship was docked for a year of repairs. The delay in commissioning was largely caused by software bugs in the new command and control system. The ship was laid down in 1978 at Chernomorskiy yard/ Nikolayev South Shipyard (Shipyard No.444) in Ukrainian Soviet Socialist Republic, launched in 1982, and commissioned in 1987. She serve now with the Soviet Pacific Fleet. Sometimes Baku is considered a separate class due to its improvements including a phased array radar, extensive electronic warfare installations, and an enlarged command and control suite.
